⚖️ Philly To Address Juvenile Jail Overcrowding

A Commonwealth Court judge has ordered Pennsylvania officials to take custody of 26 youth living in West Philly’s Juvenile Justice Services Center. The facility has a 184-person capacity, but it’s been holding nearly 230, leading children to sleep on the floor. The Pennsylvania Department of Human Services must find placement for the children within 30 days. [Inquirer 🔒]

🏫 District Data Finds Poor School Conditions

Nearly 40% of assessed schools in Philly showed “unsatisfactory” conditions, according to a new analysis of district data. The assessments are on pause, with over a third of schools left to go, most of them charters. The evaluations looked at building conditions as well as other factors, such as enrollment and how well schools support their students. The lowest-scoring schools are in older buildings, many dating back to the late 19th century. [Billy Penn]

🚆 Train Derailment in Montco

Early in the morning on Monday, July 17, a 40-car freight train derailed in Whitemarsh Township, Montgomery County. The accident sent at least 15 cars off the tracks, leading to road closures and evacuations in the region. Five of the cars contained a liquid fertilizer, one contained silicone pellets, and another contained a chemical used in dry cleaning, which can cause cancer. However, officials say no dangerous materials leaked from the cars, and there are no reported injuries. [6ABC]
