Charges Reinstated Against Officer Who Killed Eddie Irizarry
Former Philadelphia police officer Mark Dial is back in jail after a Philadelphia judge reinstated murder and other charges against him for the shooting of 27-year-old Irizarry. The outcome of a Wednesday hearing reversed an earlier decision to dismiss the charges, in which a different judge cited a lack of evidence. The new judge said that a jury should be the ones to decide between the different accounts of the shooting put forward by prosecutors and the defense. [CBS3]

First Apartments Coming to the Navy Yard
Construction has begun on two new buildings at the Philadelphia Navy Yard, the first residential development in the vast former military zone. Ninety-two of the development’s combined 614 units will be affordable to households making between 60 and 120 percent of the area’s median income. Developers say the amenities, which include a “resort-style pool, music studio, and movie theater” will be available to all residents, regardless of income. [Inquirer]
Sixers’ James Harden Returns to Practice
The prodigal guard showed up at practice on Wednesday after a 10-day hiatus. Not long before his absence, which the team said was for a “personal matter,” Harden told reporters that his fractious relationship with Sixers management could never be repaired. Coach Nick Nurse said Harden will not start in Thursday’s regular season opener in Milwaukee. [NBC Sports Philadelphia]
