🚧 Philly commuters beware
February 2, 2024
Good morning, Philly! This is City Cast editor Adrian González in for Asha Prihar today. Hey, we accidentally shared a faulty link to our full monthly guide in yesterday’s newsletter, so here’s the real guide to February in Philly. Let’s get into it.

What's CITY Talking About?
I-95 Road Closures
PennDot’s I-95 CAP project is kicking off this weekend with major road closures. Be sure to plan your commute accordingly. [CBS3]

Outdoor Dining Is Struggling
The number of street-side eateries in Philly is on the decline, due in part to new regulations that include steep fees and insurance minimums for restaurants. Some 800 dining establishments erected outdoor spaces during the height of the pandemic, but only 13 “streetery” licenses are currently active, and just two establishments have renewed their licenses this year. City Leaders Join Forces for Neighborhood Renewal
Four Philadelphia City Councilmembers have formed the "Kensington Caucus," a collaborative effort aimed at addressing challenges in the community. Led by Councilmember Quetcy Lozada, the group is part of an effort to support one of Philly’s poorest neighborhoods, which is also a focus of Mayor Cherelle Parker's new administration. [NBC10]
Levittown Man Charged with Gruesome Crime
Justin Mohn, 32, was arrested after allegedly beheading his father and posting a disturbing video on social media, where he ranted about anti-government conspiracies. His father was an engineer with the U.S. Army Corps of Engineers Philadelphia District. Mohn’s online history revealed an extensive penchant for violent rhetoric, including a call for a revolution against anyone born before 1991. [AP]
Franklin Institute’s Giant Heart Turns 70
The iconic exhibit has been teaching Philadelphians about human anatomy for decades. As a part of this week’s Friday News Roundup podcast episode, we called up Max Marin, reporter at The Philadelphia Inquirer, and Cory Sharber, general assignment reporter at WHYY News, to share their Giant Heart stories. Where Is It?
It's time for our weekly photo challenge, when we ask Hey Philly readers to correctly guess (from memory) the location of a piece of Philly street art. Last week’s photo challenge was submitted by Hey Philly reader Martha S.:

This mural is on 20th Street in Fairmount, in between Callowhill and Hamilton Streets. It’s near Target, MANNA, Matthias Baldwin Park, and the Barnes Foundation, so we accepted those answers, too.
The piece depicts a Baldwin 6000 Locomotive, built by Baldwin Locomotive Works, the company that used to dominate Fairmount through the 1920s. It was created by artist Philip Adams as part of his “Industrious Light” mural series celebrating Philly’s industrial history.
Congrats to last week’s winners:

Philly's Giant Beating Heart, PPD Shootings & SEPTA Funding Proposal

It’s the Friday News Roundup! This week’s topics: the Franklin Institute’s Giant Heart display turns 70, the controversy over a police-involved shooting in Fairhill, and Governor Josh Shapiro’s plan to boost funding for SEPTA. City Cast Philly podcast host Trenae Nuri talks with Max Marin, reporter at The Philadelphia Inquirer, and Cory Sharber, general assignment reporter at WHYY News.
Thanks for reading this week. I’ll leave you with something to argue about over the weekend: A potential Phillies City Connect jersey might have been leaked on eBay.
